DIB is a raster graphics file format developed by Microsoft in 1987, as Windows 2.0 was being developed. It was designed to store bitmaps in a Device Independent Bitmap (DIB) file, making it easy for Windows to view it on different displays without using graphics adapters.
PCT and PICT both stand for an identical format. A file with the PCT extension is a PICT format that is used to store bitmap and vector graphics natively on Macintosh computers. Today, the PICT format is used in the Microsoft Windows operating systems with the PCT extension. This format uses JPEG algorithms for data compression and RLE for data encoding.

Rotate DIB to right (90° clockwise), to left (90° counter-clockwise), 180°, and convert it to PCT.
Flip DIB vertically and/or horizontally (flop), and convert it to PCT.
