The PBM which stands for Portable Bit-Map is a simple structured monochrome raster image format designed by Jef Poskanzer in the 1980s. It was intended to transmit bitmaps over the email messages as the plain ASCII text.
TIFF is a bitmap image format developed by Aldus Corporation in 1986 and continued by Adobe Systems. Most of the TIFF files are uncompressed which makes them large in file size; but their high quality makes them suitable for professional digital photography, scanning, and printing.

Rotate PBM to right (90° clockwise), to left (90° counter-clockwise), 180°, and convert it to TIFF.
Flip PBM vertically and/or horizontally (flop), and convert it to TIFF.
