Personalized Image Capture Technology or PICT for short, is a graphics file format in Macintosh computers developed by Apple Computer Inc. The format supports both bitmap and vector graphics and uses JPEG compression algorithms and RLE encoding.

Rotate TIFF to right (90° clockwise), to left (90° counter-clockwise), 180°, and convert it to PICT.
