Convert DIB to SVGZ

DIB is a raster graphics file format developed by Microsoft in 1987, as Windows 2.0 was being developed. It was designed to store bitmaps in a Device Independent Bitmap (DIB) file, making it easy for Windows to view it on different displays without using graphics adapters.
An SVGZ file is a compressed version of a Scalable Vector Graphics (.SVG) file. It contains graphics data in XML format and supports layers, transparency, gradients, animations, and filters. SVGZ files are typically 50 to 80 percent smaller in size than uncompressed SVG files and can be opened with various image-editing programs.
